Method
Preheat oven to 375°F. Place peppers on baking sheet, cut side up, and lightly spray them with oil. Bake for 10 minutes.
Meanwhile, in bowl, stir goat cheese and sour cream with fork until well blended. Stir in parsley, bacon, green onions and garlic. Season with pepper.
Remove peppers from oven; stuff with goat cheese mixture. Sprinkle with Parmesan. Return pan to oven; cook until peppers are tender but still slightly crunchy and goat cheese mixture is hot, 5 to 10 minutes. Drizzle with olive oil, if using. Serve with green salad or cooked grains (such as barley, rice, bulgur, etc.), if desired.
