Meringue Preheat oven to 200°F. Line baking sheet with parchment paper. Trace 7-inch circle on parchment; turn paper over.
In small bowl, stir together icing sugar and cornstarch.
Using electric mixer on high speed, beat egg whites until foamy, 1 to 2 minutes. Beat in icing sugar mixture and lemon juice on medium speed until combined. Increase speed to high; beat until mixture is glossy and firm (but not stiff) peaks form, 3 to 5 minutes.
Using spatula, scrape meringue into centre of traced circle on prepared baking sheet; using back of spatula, create 3- to 4-inch well in centre. Bake for 2 hours. Turn off heat (do not open); let stand for 1 hour. Remove meringue from oven; let cool (meringue will deflate slightly during cooling).
Spicy Chocolate Shavings Meanwhile, line separate baking sheet with parchment paper.
In microwaveable bowl stir together chocolate chips and cayenne. Heat on High, stirring every 20 seconds, until chocolate is melted and mixture is smooth. Spread chocolate in thin even layer on prepared baking sheet. Refrigerate for at least 1 hour.
Mascarpone Filling In bowl, whisk together cream, mascarpone and sugar until smooth. Cover and set aside in the refrigerator.
Spicy Chocolate Sauce In microwaveable bowl, heat cream on High until steaming (but not boiling), about 90 seconds. Stir in chocolate chips and cayenne pepper. Cover bowl with plate; let stand for 5 minutes. Using spatula, stir until smooth; set aside.
Assembly Spoon reserved Mascarpone Filling into well of meringue. Pour some of the Spicy Chocolate Sauce over top; sprinkle with pomegranate seeds.
Holding metal spatula or scraper at 45-degree angle, slowly slide up cooled chocolate on baking sheet to create chocolate shavings. Sprinkle shavings over pavlova. Serve same day with remaining Spicy Chocolate Sauce on the side.
