Preheat oven to 400°F. Place cabbage wedges on baking sheet; brush both sides of wedges with 3 tbsp of the oil. Season with salt and pepper. Bake until cabbage is lightly browned, about 15 minutes. Gently turn wedges; continue cooking until tender and edges of outer leaves start to crisp, about 20 minutes.

Meanwhile in small bowl, using whisk, combine remaining oil, orange juice, vinegar, honey, orange zest, shallot and chili flakes. Drizzle cabbage wedges with vinaigrette and sprinkle with za’atar.
