In large bowl, combine mashed potatoes, cheese, flour, 1/4 cup panko, onions, eggs, salt and pepper until mixture holds together (if necessary, add remaining panko to obtain desired consistency). Using hands, shape into 10 1-inch thick patties; place on plate.
In large skillet, heat oil over medium heat. Add half of the patties; cook until golden brown and heated through, about 8 minutes, turning halfway through cook- ing time. Repeat with remaining patties. Serve warm with sour cream, if using.
