In bowl, combine 1 cup water, flax seeds, hemp seeds and salt. Let stand for 30 minutes.
Preheat oven to 200°F. Line baking sheet with parchment paper. Stir sunflower seeds, sesame seeds, tamari, shallot, parsley, garlic and Aleppo pepper into flax-hemp mixture until combined. Using spatula, spread mixture in 1/4-inch thick layer on prepared baking sheet.
Bake in centre of oven until cracker is brittle, about 3 hours, gently flipping halfway through cooking time. Sprinkle with fleur de sel. Let cool completely before breaking into pieces. (Make-ahead: Can be stored in airtight container or resealable bag at room temperature for up to 1 week.)
