In large saucepan, heat oil over high heat. Add beef and cook, stirring often and breaking up meat with wooden spoon, for 3 to 4 minutes. Add onion and garlic; cook, stirring often, for 2 minutes. Add broth, tomato sauce, diced tomatoes, rice, paprika and Italian herb seasoning. Season with salt and pepper. Bring to boil; reduce heat to medium and cook, covered, until rice is tender, 12 to 13 minutes. Stir in peppers; cook for 1 minute. Divide soup among bowls, sprinkle with fresh oregano and serve with crackers.
