In large saucepan, heat oil over medium-high heat. Add sausages; cook, stirring occasionally, until browned, 4 to 5 minutes. Transfer to plate; set aside.
Add butter to pan. Add shallots and garlic; cook, stirring often, for 2 minutes. Add carrots, Italian seasoning, paprika and hot pepper flakes; cook, stirring often, for 3 minutes. Sprinkle flour over top; stir well and cook for 2 minutes. Add broth and beans; bring to boil, reduce heat and let simmer, covered, for 15 minutes.
Transfer half of the soup to blender; purée and return to saucepan. Stir in spinach, cream and milk; season with salt and pepper. Let simmer for 5 minutes. Divide among bowls; top with reserved sausages and sprinkle with parsley, croutons and Parmesan, if using.
