In slow cooker, combine chicken thighs, chicken breasts, tomatoes, red peppers, wax peppers, green pepper, potatoes, onion, garlic, paprika, marjoram, salt, pepper, caraway seeds and bay leaf. Stir in chicken broth.Cover and cook on low until juices run clear when chicken is pierced and vegetables are tender, 6 to 8 hours. Discard bay leaf.
Whisk flour with 1/4 cup water until smooth; whisk into slow cooker. Cook, covered, on high until slightly thickened, about 20 minutes. Stir in lemon juice.
