Heat oil in large skillet set over medium heat; cook beef and chili powder, stirring, for 3 to 5 minutes or until browned. Stir in corn and beans. Add salsa and broth; bring to boil. Reduce heat; simmer for about 3 minutes or until beans are tender-crisp.
Meanwhile, in small saucepan, bring 1 cup (250 mL) water, butter and salt to boil. Stir in rice and turn off heat. Cover and let stand for about 5 minutes or until water is absorbed. Fluff with fork.
Serve beef mixture alongside rice. Sprinkle with cheese and cilantro.
