In large shallow Dutch oven, heat oil over medium heat; cook onions, stirring occasionally, until golden, 12 minutes.Add garlic and ginger; cook for 3 minutes. Add curry powder, tomato paste, salt and hot pepper flakes; cook, stirring, for 2 minutes. Add beef, breaking up with spoon; cook until browned. Add potatoes; cook for 2 minutes.
Add tomatoes, soy sauce and 1 cup (250 mL) water; bring to boil. Reduce heat, cover and simmer until potatoes are tender, about 15 minutes. Stir in peas; cook for 5 minutes.
