Place jalapeño pepper halves, cut sides down, on foil-lined baking sheet; brush with oil. Broil until skins are charred, about 4 minutes; let cool. Peel off skins; discard skins and slice flesh.Meanwhile, cut roll in half horizontally; cut each half crosswise. Place, cut sides up, on baking sheet. Bake in 450°F (230°C) oven until lightly toasted, about 2 minutes. Sprinkle cut sides of bun tops with Cheddar and jalapeño peppers; place ham on cut sides of bun bottoms. Bake until cheese is bubbly, about 3 minutes.
Meanwhile, in nonstick skillet, melt butter over medium heat; add eggs, salt and pepper; cook, stirring, just until softly set, about 5 minutes. Spoon over ham; sandwich halves together.
