In medium bowl, gently stir together warm milk and yeast. Let rest for 5 to 10 minutes.
Stir in flour, salt and eggs; mix just until dough comes together. Transfer to floured surface; knead until smooth and elastic, about 5 minutes. Return to bowl; cover and let rise in warm draft-free place until doubled in size, about 1 hour.
Meanwhile, mix butter with garlic, parsley and chives; set aside.
Grease 9- x 5-inch loaf pan. On floured work surface, roll out dough to 1/4-inch thick 9- x 12-inch rectangle. Spread reserved garlic butter over entire surface of dough, then sprinkle with Cheddar. Starting from one long side, carefully roll up dough to form log. Place in loaf pan, tucking excess at ends underneath. Cover and let rise in warm draft-free place until doubled in size, about 1 hour.
Preheat oven to 400°F. In small bowl, whisk together milk and egg yolk; brush over dough. Bake for 20 minutes; reduce oven temperature to 350°F. Bake until bread is puffed and golden, 20 to 25 minutes. Let cool before slicing.
