In saucepan, heat oil over medium heat; cook onion, garlic and jalapeno pepper, stirring occasionally, until softened, about 5 minutes.Stir in black beans, tomatoes and salsa; cook until thickened, about 8 minutes. Stir in cilantro and vinegar.
Meanwhile, in large nonstick skillet, cover and cook eggs over medium heat, 4 at a time, just until yolks are set, about 3 minutes.
Spoon salsa mixture onto plates; nestle eggs in salsa.
