Method

Romesco Sauce:  Pulse all ingredients in food processor or blender until grainy texture forms; set aside.

Steak:  In bowl, stir together panko, cumin, chili powder and salt. Preheat air fryer to 400°F. Dip steak in flour, then in egg, then in panko mixture; repeat. Place steak in air fryer basket. Spray with cooking spray and cook, flipping steak and spraying with oil halfway through cooking time, about 8 minutes for medium-rare.

Transfer steak to wire rack; let rest for 5 minutes. Slice steak against the grain. Spread reserved Romesco Sauce on plate; arrange steak slices over top. Top with arugula leaves and drizzle with lemon juice.
