Roll dough by 1 tbsp into balls. Arrange, 2 inches (5 cm) apart, on parchment paper–lined baking sheets. Using fingers, flatten each to form 1-3/4-inch (4.5 cm) wide discs. Bake, 1 sheet at a time, in 350 F (180 C) oven until no longer shiny, about 8 minutes. Let cool on pans for 2 minutes; transfer directly to racks to cool completely.Meanwhile, in bowl, beat butter with cream cheese until smooth; beat in vanilla. Beat in icing sugar in 2 additions until smooth. Beat in orange zest. Spoon about 1 tsp icing onto each cookie; using small offset spatula, smooth tops. Let stand for 10 minutes.
Using food colouring, tint remaining icing blue. Spoon icing into piping bag fitted with small plain tip; decorate as desired. Let stand until dry. (Make-ahead: Refrigerate in airtight container for up to 3 days or freeze for up to 2 weeks. Bring to room temperature before serving.)
