Preheat oven to 450°F. Grease 13- x 9-inch baking dish. In saucepan of boiling water, blanch cauliflower for 4 minutes; drain. Transfer to baking dish. Add ham cubes; mix gently. Set aside.
In skillet, melt butter over medium heat. Whisk in flour for 1 minute. Whisk in milk until sauce is thick and smooth, about 2 minutes. Season with salt and pepper. Remove from heat; stir in about a third of the cheese until melted. Pour over cauliflower and ham; top with remaining cheese. Bake until cheese is melted and golden, 10 to 12 minutes. Finish 1 minute under broiler, if desired. Sprinkle with chopped chives.
