In bowl, stir together 1 tbsp vegetable oil with garlic, brown sugar, cumin, chili powder, 1/2 tsp salt and 1/4 tsp pepper; rub all over steak. Let stand for 15 minutes.Place on greased grill over medium-high heat; close lid and grill, turning once, until medium-rare, about 8 minutes. Let stand for 5 minutes. Thinly slice against the grain before serving.
