Preheat oven to 250°F. In small bowl, combine butter, shallot, lemon zest and chives until mixture forms a paste. Season with pepper. Place salmon on parchment paper-lined baking sheet. Brush salmon with butter mixture and bake until salmon flakes easily with fork, 25 to 30 minutes. Serve with Cherry Tomato & Cucumber Panzanella.
