Preheat oven to 400°F. In saucepan of boiling salted water, cook gnocchi until they rise to the surface, 1 to 2 minutes. Drain and set aside.
In 13- x 9-inch baking dish, whisk together broth, cream cheese, pesto and lemon zest until smooth. Season with salt and pepper. Add reserved gnocchi and spinach and toss to coat well.
Place salmon fillets on gnocchi mixture. Season with salt and pepper. Bake in centre of oven until salmon flakes easily when tested with fork, 15 to 20 minutes.
