Preheat oven to 325°F. Slice buns lengthwise, almost all the way through. Place on baking sheet; transfer to oven to warm.
In large skillet with lid, heat 1 tbsp of the oil over medium heat. Add onion and red and green peppers; cook, stirring often, until softened and slightly browned. Transfer to plate; keep warm.
In same skillet, heat remaining oil over medium-high heat. Add beef, Montreal Steak Spice and garlic powder; season with pepper. Cook, stirring occasionally, until beef reaches desired doneness (4 to 5 minutes). Stir in reserved onion and peppers. Reduce heat to medium. Place provolone slices over meat and vegetables in skillet. Cover and cook until cheese is melted, 1 to 2 minutes. Spoon mixture over bottom half of warmed buns. Serve with French fries, if desired.
