In skillet with lid, heat oil over medium-high heat. Add peppers; cook, stirring often, until peppers start to brown, 4 to 5 minutes. Reduce heat to low; add garlic and cook, stirring constantly, for 2 minutes. With tip of knife, pierce each pepper in one or two spots (two for larger peppers). Add 1/2 cup water and cover; steam peppers until softened, 3 to 5 minutes. Remove lid; cook until water has evaporated.
Meanwhile, in measuring cup, whisk together sour cream and half and half. Pour over peppers; stir until sauce is warmed, 2 to 3 minutes. Sprinkle in hot pepper flakes and oregano; season with salt and pepper. Stir well to combine. Sprinkle with parsley and serve with toast.
