Shell langoustines; set aside. In large skillet over medium heat, cook pancetta, stirring occasionally, for 3 minutes. Add reserved langoustines and garlic; cook, stirring twice during cooking time, for 3 minutes. Transfer to bowl; set aside.
Add wine to skillet; cook until wine has reduced by half, about 2 minutes. Add lemon zest and juice; cook for 2 minutes. Add cream. Bring to boil; reduce heat to low. Add peas; cook for 3 minutes. Return langoustine mixture to skillet, tossing to coat well; season with salt and pepper. Transfer to serving platter; sprinkle with Parmesan and basil. Season with pepper.
