In large saucepan, heat oil over medium-high heat; cook beef, onion, and half the garlic, breaking up meat with wooden spoon, until starting to brown, about 5 minutes. Stir in oregano. Add zucchini; cook for 2 minutes. Add tomatoes and sugar; cook for 1 minute. Add pasta, mixing well. Season with salt and pepper. Pour mixture into four 11⁄2-cup baking dishes.
Preheat oven to 400°F. In bowl, mix together ricotta, Parmesan, basil, egg yolk and remaining garlic. Spoon evenly over pasta and sprinkle with mozzarella. Transfer baking dishes to baking sheet; bake in centre of oven for 8 minutes. Broil until cheese is browned, about 1 minute.
