In saucepan of boiling salted water, cook potatoes until tender, 15 to 20 minutes. Drain potatoes and transfer to large bowl; mash. Add egg yolks and 2 tbsp of the butter, stirring vigorously until butter has melted and mixture is smooth. Season with salt and pepper, if desired. Stir in chives.
Spoon mixture into pastry bag fitted with large fluted tip. Pipe onto baking sheet lined with parchment paper in 2-inch rosette shapes. (Make-ahead: Can be refrigerated overnight. Let stand at room temperature for 20 minutes before continuing with recipe.)
Preheat oven to 375°F. In small microwaveable bowl, melt remaining butter. Using pastry brush, brush potato rosettes with melted butter. Bake until golden brown, 10 to 15 minutes.
