In small saucepan, make a béchamel sauce: Melt butter over medium heat. Add flour; cook, stirring, for 1 minute. Whisk in milk; bring to boil. Reduce heat and simmer, whisking, until sauce is thickened, about 3 minutes. Stir in nutmeg; season with salt and pepper. Set aside.
Preheat oven to 375°F. Spread mustard on 4 slices of bread and sprinkle half of the Swiss cheese over top. Top with ham and remaining bread slices. Transfer sandwiches to parchment paper-lined baking sheet. Spoon béchamel sauce over sandwiches; sprinkle with remaining cheese. Bake until cheese is melted and golden, 10 to 15 minutes.
Meanwhile, in large skillet, heat oil over medium heat; cook eggs until whites are firm but yolks are still runny, about 3 minutes. Top each sandwich with fried egg. Serve immediately.
