Method
Fill large pot with cold salted water; add potatoes, onion and garlic. Bring to boil over medium-high heat; cook until potatoes are falling apart, about 15 minutes. Drain. Return potato mixture to pot over medium-high heat; shake pot to dry potatoes, about 1 minute. Transfer to large bowl; press potato mixture through potato ricer back into pot.
In saucepan, heat cream, milk, butter, salt and pepper over medium heat until hot and butter is melted. Stir into potato mixture. Stir in green onions and parsley. Transfer to serving dish and top with butter (if using).
