In large nonstick skillet, melt butter over medium heat; cook potatoes, garlic and bay leaf, stirring often, until potatoes begin to brown, about 12 minutes. Stir in corn, green onions, paprika, salt and pepper; cook, stirring often, for 7 minutes for frozen corn, 9 minutes for fresh.Whisk in cream; simmer until thickened, about 3 minutes. Discard bay leaf.
Make-ahead: Cover and keep warm for up to 1 hour.
