In large skillet, heat oil over medium heat. Add chicken; season with salt and pepper. Cook, stirring often, until chicken is browned on all sides, about 4 minutes. Using slotted spoon, transfer chicken to plate; set aside.
In skillet, add onion and cook, stirring occasionally, until starting to brown, 6 to 8 minutes. Add garlic, cinnamon and cumin; cook, stirring occasionally, about 2 minutes. Add reserved chicken, 1 cup of the broth, the chickpeas, raisins and saffron; stir, scraping up browned bits from bottom of pan with wooden spoon. Cook until chicken is no longer pink inside. (Make-ahead: Can be stored in airtight container and refrigerated for up to 3 days or frozen for up to 2 months.)
Meanwhile, in separate saucepan, bring remaining broth to boil. Remove saucepan from heat; stir in couscous and butter. Season with salt; stir well. Cover pan and let stand for 5 minutes. Uncover and fluff with fork.
Divide couscous among bowls. Top with chicken mixture and sprinkle with cilantro, if using.
