In large saucepan of boiling salted water, cover and cook potatoes until fork-tender, 12 to 15 minutes. Drain; return potatoes to pan. Using potato masher, coarsely mash potatoes.
Add milk, basil, oil, lemon zest, salt and pepper; mash to desired consistency. Serve warm.
