Preheat oven to 350°F. In large ovenproof skillet, melt butter over medium heat. Add onion and cook, stirring often, for 3 minutes. Add garlic and cabbage; cook, stirring often, for 5 minutes. Add cider; cook until liquid has reduced by half, 3 to 4 minutes. Stir in vinegar, brown sugar and apples.
Transfer skillet to oven. Bake, stirring twice during baking time, for 20 minutes. Season with salt and pepper.
