Preheat oven to 375°F and line rimmed baking sheet with foil. Lay bacon strips on prepared baking sheet and brush with maple syrup; season with pepper. Bake in upper third of oven until bacon is golden brown, 15 to 20 minutes. Transfer bacon to paper towel-lined plate; set aside. (Do not turn off oven.) (Make-ahead: Can be stored in airtight container and refrigerated for up to 5 days.)
Meanwhile, in small bowl, combine cream cheese, chives, capers and lemon zest. Season with pepper and set aside in refrigerator.
Using 2-inch round cookie cutter, enlarge hole in top half of each bagel. In large ovenproof skillet, heat oil over medium-high heat. Add top halves of bagels, cut side down. Crack 1 egg into each bagel hole. Season with salt and pepper. Cook for 1 minute; transfer to oven. Cook until desired doneness, about 8 minutes for a soft yolk.
Meanwhile, spread reserved cream cheese mixture on bottom halves of bagels. Top with spinach, tomato, avocado and bacon, and microgreens, if using. Top with egg-covered bagel halves.
