Method
In saucepan, heat oil over medium-high heat. Add onion; cook, stirring constantly, for 4 minutes. Add garlic; cook, stirring constantly, for 1 minute. Stir in beef, pork, thyme, cinnamon, cloves and nutmeg, breaking up meat with wooden spoon. Stir in broth. Reduce heat to medium; simmer, stirring often, until broth has almost completely evaporated, about 30 minutes. Stir in parsley and season with salt and pepper; set aside.
Meanwhile, preheat oven to 375°F. Soak grated potatoes in large bowl of cold water for 15 minutes. Drain well and pat dry with clean tea towel, extracting as much liquid as possible.
In large bowl, stir potatoes, cheese and half of the butter; season with salt and pepper.
Transfer reserved meat mixture to 9-inch pie plate. Spread potato mixture over top and brush with remaining melted butter.
Bake on upper rack of the oven until potatoes are cooked through and golden brown, 50 to 60 minutes. Place under broiler for a few minutes at end of cooking time, if desired.
