Place potato skins in bowl; pat dry with paper towel. Add cornstarch, chili powder, cumin, hot pepper flakes and olive oil. Season with salt and pepper; mix well.
Preheat air fryer to 400°F. Spray air-fryer basket with cooking spray. Transfer potato skins to basket and cook, shaking basket halfway through cooking time, until skins are very crispy on the edges, about 22 minutes. Drizzle with lemon juice, and serve with ketchup or mayonnaise, if desired.
