Method
Preheat oven to 375°F. Place potatoes on tea towel; wring to remove as much liquid as possible. In bowl, combine potatoes, butter, 1 tbsp chives, garlic, onion powder and paprika. Season with salt and pepper.
Divide mixture among 8 greased muffin cups, pressing into bottom and up side to form potato nests. Bake until golden brown, 25 to 30 minutes.
Remove pan from oven; break egg into each potato nest; return to oven and cook until whites are set, about 10 minutes. Let stand for 2 minutes. Using knife, gently remove nests from cups. Sprinkle with remaining chives; serve immediately.
