Place clementine peels in small saucepan; cover with water. Cover saucepan; bring to boil. Reduce heat to medium-low; simmer for 5 minutes. Drain and rinse under cold water. Return peels to saucepan; repeat process, rinsing well.
Return peels to saucepan; add 1 cup of the sugar and 1 cup water. Bring to boil, stirring constantly. Reduce heat to low; simmer, stirring occasionally, until liquid is syrupy and peels are tender, about
1 hour. Drain; reserve cooking syrup for glazing pastries and adding to cocktails.
Place remaining sugar in bowl. Using fork, roll peels in sugar, turning to coat well. Spread on parchment paper-lined baking sheet, separating gently if they stick together. Let dry for 24 hours at room temperature. (Make-ahead: Can be stored in airtight container at room temperature for up to 1 month. Cooking syrup can be refrigerated for up to 1 month.)
