In saucepan, bring sugar, ginger and 1/2 cup water to boil, stirring often. Remove from heat; let cool for 20 minutes. Strain syrup through fine-mesh sieve; discard ginger. Refrigerate until chilled, about 30 minutes. (Make-ahead: Refrigerate in airtight container for up to 1 month.)In bowl, stir together pomegranate juice, lemon juice, bitters and 3 tbsp of the syrup; reserve remaining syrup for another use. Divide pomegranate juice mixture among two champagne glasses; pour in sparkling wine. Add pomegranate seeds; garnish glasses with candied ginger. Serve immediately.
