Stir together sugar and 1 cup water in small saucepan; bring to boil. Remove from heat; add dried hibiscus flowers and let stand for 5 minutes. Strain through sieve placed over large bowl; discard solids (or remove tea bags). Stir in in 3 cups cold water.
Pour liquid into blender. Add cantaloupe and lime juice; pulse until smooth. Pour into pitcher; stir in chia seeds. Fill pitcher with ice cubes, divide among glasses and garnish each with a lime wedge; serve immediately.
