Method
In small saucepan, combine cream and lavender; heat over medium heat until steaming (do not boil). Remove from heat; let stand for 15 minutes. Strain through fine-mesh sieve set over bowl (discard lavender). Refrigerate for 1 hour.
Meanwhile, in large bowl, combine strawberries and granulated sugar; mix together gently. Let stand for 10 minutes at room temperature, stirring once.
Using electric mixer, beat cooled cream until soft peaks form. Gradually beat in icing sugar just until stiff peaks form. Divide strawberries among small cups or glasses; dollop half of the whipped cream over top. Repeat layers. Sprinkle with dried lavender. Garnish with mint (if using).
