In saucepan, bring orange zest, cocoa powder, corn syrup and 1 cup water to boil. Reduce heat to medium; boil, whisking constantly, for 2 minutes. Reduce heat to low; discard orange zest. Add chocolate and orange liqueur; cook, whisking constantly, until chocolate is melted, about 2 minutes. Remove from heat; whisk in salt. (Make-ahead: Let cool for 30 minutes; refrigerate in airtight container for up to 7 days. Reheat to room temperature before serving.)
