Preheat oven to 350°F. In small bowl, mix together Oreo baking crumbs, butter and brown sugar until combined. Using fingers, spread mixture into 9-inch square baking pan lined with enough parchment paper to overhang edges. Cover with plastic wrap; press lightly to flatten evenly. Remove plastic wrap; bake for 15 minutes. Let cool on rack.
In heatproof bowl set over saucepan of hot, but not boiling water, melt white chocolate, stirring often. Stir in dulce de leche until heated through. Pour mixture over crust and spread evenly. Let cool; refrigerate until firm, about 3 hours. Remove from pan using parchment paper. Cut into squares or bars; sprinkle with cashews, chocolate and fleur de sel.
