Method
In small bowl, whisk granulated sugar with cinnamon. Place 1 phyllo sheet on work surface with long end facing you; keep remaining sheets covered with damp towel to prevent drying out. Lightly brush phyllo with some of the butter; sprinkle with 1 tsp of the sugar mixture. Cut crosswise into thirds. Spoon 1 tbsp of the chocolate along 1 short end of each third. Starting from chocolate-covered end, roll up tightly; pinch ends closed. Lightly brush top with butter. Repeat with remaining phyllo sheets to make 12 rolls.
Arrange, seam side down, on parchment paper–lined rimmed baking sheet. Bake in 375°F (190°C) oven until light golden and crisp, about 15 minutes. Let cool slightly; dust with icing sugar. (Make-ahead: Layer between waxed paper in airtight container; store at room temperature for up to 3 days.)
Tip from the Test Kitchen: Give some crunch to these bites by adding two tablespoons of finely chopped nuts, such as pistachios or almonds, to the filling.
