In skillet, heat 1 tbsp olive oil over medium heat; cook fennel for about 2 minutes or until golden. Set aside.
In small bowl, mash together beans, remaining olive oil and lemon-infused oil; season with salt and pepper. Dollop 1 tsp bean mixture onto each cracker. Top with red pepper and fennel.
