Preheat oven to 400°F. In large skillet, melt butter with oil over medium heat. Add mushrooms and cook, stirring occasionally, until beginning to brown, 6 to 8 minutes. Add shallots and garlic; cook for 1 minute. Add red wine, scraping up brown bits from bottom of pan with wooden spoon; cook until wine has almost completely evaporated, about 2 minutes. Add demi-glace; bring to boil. Reduce heat to medium-low; simmer until sauce has reduced by half, about 5 minutes. Season with salt and pepper. Stir in parsley; remove pan from heat.
Spread tortilla chips on parchment paper-lined baking sheet. Spoon mushroom mixture over chips. Top with Cheddar and Parmesan. Bake until cheese has melted and is beginning to brown, about 10 minutes. Sprinkle with green onions; serve immediately.
