Method
In large pot, place reserved shrimp shells, 6 cups water, celery, onion, parsley, bay leaf, salt and peppercorns. Squeeze lemon into liquid and add halves to pot; bring to boil. Reduce heat to medium; cook for 20 minutes. Strain through fine-mesh sieve set over clean saucepan; discard solids.
Fill large bowl with ice water. Return poaching liquid to boil. Reduce to medium heat; add shrimp and cook until centres are opaque, 2 to 3 minutes. Using slotted spoon, transfer to ice water until cooled, about 3 minutes. Drain.
Caesar Cocktail Sauce: Meanwhile, in large liquid measure, combine tomatoes, horseradish, Worcestershire sauce, sugar, celery salt and hot sauce; stir to combine.
Assembly: Spoon generous 1 tbsp of the Caesar Cocktail Sauce into each small glass; top each with 1 shrimp and reserved celery leaves.
