In large nonstick skillet, heat oil over medium heat; cook mushrooms, pepper, onion, garlic and basil, stirring often, for 15 minutes or until onions are softened and liquid from mushrooms is evaporated. Set skillet aside.
In bowl, stir together egg, chili sauce, bread crumbs, salt and pepper. Mix in beef, then 1 cup (250 mL) of the mushroom mixture. Pack lightly into ungreased 8- x 4-inch (1.5 L) loaf pan. Bake in 350°F (180°C) oven for 60 to 75 minutes or until meat thermometer registers 170°F (75°C). Let stand for 5 minutes. Drain off fat.
Meanwhile, in same skillet, sprinkle flour over remaining mushroom mixture and return to medium heat; cook, stirring, for 1 minute. Whisk in stock and vinegar; bring to boil. Reduce heat and simmer, stirring, for 5 to 8 minutes or until thickened. Serve with meat loaf.
